More GMs need to be able to ban

Hi, I'm becoming increasingly frustrated that the majority of new GMs don't have the power to ban people.
I'm not saying all GMs should ban people left and right, but when you get to a point where bots, gold sellers and exploiters are all around it feels a bit sad when a GM responds and says "Sorry this matter will be passed on to a higher ranking GM".
If you're not going to have higher ranked GMs on then you should atleast give lower ranked GMs the power to ban people for a day or up to a week.

Typically most bans require a 2 GM confirmation. Also should be recorded in addition for backup.
