Vote points for faction changes

Could we bring back the option to use vote points for faction changes? It don't seem to accept currently. If I recall correctly, it was removed in the past due to faction imbalance. However, since that’s no longer an issue, reintroducing it would be a great option for those of us who aren’t interested in shop items and want to reorganize our accounts.

^ Adding options for Race and Appearance changes would also go a long way in keeping us motivated to vote regularly!
