I noticed that there are shoulder enchants available for 2 donation points each. I believe in Wrath, the shoulder enchants were changed to not work as of like... 3.2 or something.

With it being 3.3.5a, do the shoulder enchants not work at level 1-69?

Heirloom items can only take Enchants that you could place on level 35 & below items. Before the great Twink-Nerf of 3.1, that allowed us to still use Zandalar Rep & Naxx (40-man) shoulder chants, by obtaining them on our main, attaching them to the shoulders, and sending them to your new alt. Every other shoulder enchant required level 60+ items. Now, the Zandalar & Naxx (40-man) shoulder chants require a level 35+ item, making them unable to be placed on heirloom items, so yea, effectively no shoulder chants for heirloom shoulders.
