Question about items with character transfer

The notification mentions that items above ilvl 200 won't go over, but does that mean other items in bags will transfer, except for the specific call out ones like crafting mats? I ask cause on my leveling characters they have gear they're waiting to level into. Would that get transferred with them or do they cross with empty bags?
