Hey dudes, I just wanted to do some questing and found out about the fresh start so I'll be rolling a human pally tank on Friday and starting a guild that's partnering with on the Horde side.

Anyone know if I can get the donor +20 bundle for Dalaran at start? How much cash is 8 donation points, USD? How much is it going to suck not having the belf racial interrupt skill as an Ally?

Why human? If you want benefits, you go Draenei or Dwarf.
Lacking interrupt will only suck if you're used to it and want it. There's always Holy Wrath if it is undead enemies you're fighting.

Got no answer for your donor question, sorry.
